Amtrak Selects Development Team to Partner in Baltimore Penn Station Redevelopment

Baltimore Penn Station Community Advisory Partners:

We are excited to share that today Amtrak has announced the selection of Penn Station Partners as the Master Developer for Baltimore Penn Station and surrounding Amtrak-owned properties.

Penn Station Partners is a Baltimore-based partnership comprised of Beatty Development Group, Armada Hoffler Properties, and Cross Street Partners, with the support of a full design, construction and transaction team of Gensler, WSP USA, Network Rail Consulting, Mace Group, JLL, HR&A Advisors, Charles Belfoure, Cho Benn Holback, Stifel, Nicolaus & Company, RK&K and Younts Design.

Preliminary project concept plans submitted by Penn Station Partners call for the modernization and expansion of Baltimore Penn Station with a connection across the tracks to a mixed-use development along Lanvale Street. The upper floors of the historic station are being considered for a boutique hotel, and the commercial development includes office, residential, and retail.

This selection concludes a competitive solicitation process initiated in 2016 and marks the beginning of development agreement negotiations, due diligence, project scope refinement and master planning through 2018.

Your participation and support will be needed as we work with all of our stakeholders and the public on a Master Plan process while the first phase of early action projects progress through design and permitting.

There is much work ahead and we understand that there are many questions you may have. We will look to host an in-person briefing in the first quarter of 2018 to share available details on our next steps for this exciting endeavor.
