Baltimore Regional Transit Governance and Funding Workgroup Update

Transit Choices had the privilege of attending the Baltimore Regional Transit Governance and Funding Workgroup meetings held at the Baltimore Metropolitan Council (BMC) over the last several months. We have found the meetings to be extremely informative. The process that the workgroup went through to prioritize one or more governance models identified in the BRTB’s 2021 Baltimore Regional Transit Governance and Funding Study was very thorough and rational. It is an example of government working at its best to serve all. 

The Transit Governance and Funding Workgroup was established by BMC’s Board in July of 2022. The workgroup reviewed options detailed in the 2021 study and will make a formal recommendation to the BMC Board of Directors, Maryland General Assembly, and Governor. Additionally, the workgroup will review funding associated with the Locally Operated Transit Systems (LOTS) program and develop options for increased equity and transparency in the distribution of those funds. 

The appointed members of the workgroup include:

  • Andrew Gena, Director of Strategic Research, Amalgamated Transit Union AFL-CIO/CLC
  • Tasha Gresham-James, Executive Director, Dundalk Renaissance
  • Ron Hartman, Senior Consultant, WSP USA
  • Jon Laria, Managing Partner, Ballard Spahr
