Presentation: “Trends in Transit Funding: A shift toward operational realism and diversification”
Synopsis: Modern transportation funding is facing a critical transition as traditional fuel taxes decline due to rising electric vehicle adoption and improved fuel efficiency. This shift has turned once-reliable revenue into stranded assets, creating a structural deficit for transit agencies like Maryland’s Transportation Trust Fund. To achieve long-term financial resilience, we need to move away from a “single exposure” model toward a diversified portfolio of broad-based taxes, federal grants, and beneficiary-based tools. Ultimately, a sustainable system requires a mix of economically resilient and politically durable mechanisms that can withstand market fluctuations and changing administration priorities.

Mark Edelson, Esq.
Maryland State Delegate
District 46
Discussion:“Update on the 2026 Maryland General Assembly Session: Key Transportation Legislation”
Synopsis: Delegate Edelson will provide updates from the 2026 Legislative Session, discuss his Legislative Portfolio, and share what he is looking forward to next year.
